I thought collection in Hawaii was illegal. Why isn't it?

Seeing as Hawaii is an American state, and so is Florida, how can they harvest in Hawaii?

Aren't the laws as strict as they are in FL?

Like, only 3 fish per day, etc?

Also, they can't collect coral out there can they?

Live rock and hard coral collection is illegal in both states, but fish, shrimp, crabs, etc. colletion is not.

There are recreational rules and then there are commercial rules. Here is a pretty complete list of the recreational and commercial collection laws in florida.

Hard Stonys are off limits but stuff growing on the sand like sea mats etc are fair game as well as most gorgonians. Hawaii has a similiar setup except there are some things that are alot stricter.
